A key challenge in the management of water and environmental resources is ensuring their equitable and sustainable distribution. This is particularly pertinent in Latin America, a region abundant in natural resources. However, inefficient policies and a lack of water and environmental resources often hinder the responsible and profitable utilization of these resources. Effective tools are needed to encourage governments and local officials to adopt better management practices in urban and rural areas alike. This study proposes a methodology that utilizes the ‘Green Watershed Index’ (GWI) based on specific indicators. This index will assess the effectiveness of water resource management within a given basin or region. The methodology will be applied to four municipalities in the Boyacá department of Colombia. We anticipate that the findings will reveal a general lack of long-term planning and management culture with regard to water and environmental resources.
